Who We Are

Born from the Inside of Local Government

AJH Consultants was founded by three experienced procurement professionals with careers inside UK local government. We understand the processes, compliance requirements, and expectations on both sides of the table.

We kept seeing capable SMEs losing out — not because of their quality, but because of gaps in their understanding of procurement procedures. That's the gap we exist to close.

We support businesses across every contract category and procurement route — from open tenders to complex framework applications.

Our Story

Procurement Expertise,
From the Inside

Three professionals. Decades of combined experience. One mission: helping UK businesses succeed in the public sector.

Our Background

Why We Started AJH Consultants

Between us, we've spent years working within local government procurement across the UK. We've written the specifications, run the evaluation panels, and awarded the contracts. We know exactly what local authorities look for — and what causes otherwise excellent businesses to fall at the first hurdle.

What we kept seeing: capable, well-run SMEs submitting bids that were technically strong but procedurally flawed. Missing mandatory declarations. Failing on social value questions. Misunderstanding evaluation criteria. These weren't failures of quality — they were failures of process knowledge.

AJH Consultants was founded to fill exactly that gap. We're practitioners who've sat on both sides of the table, and we want to help level the playing field for smaller businesses.

"We've reviewed hundreds of tender submissions. We know exactly what separates a winning bid from an unsuccessful one."
— The AJH Team

HomeContract TypesOpen Procedure
🔓 Open Procedure

Open Procedure:
The most accessible route

A single-stage process open to any supplier — no pre-qualification required. The most common procurement route in the UK public sector, yet often overlooked by SMEs who assume they can't apply.

How It Works

Open Procedure — In Detail

What It Involves

  • Contract published on Find a Tender / Contracts Finder
  • Any supplier can download and submit a response
  • Single-stage evaluation of selection and award criteria
  • Minimum standstill period before contract award
  • Typical timescale: 30–90 days

Where SMEs Go Wrong

  • Missing mandatory compliance documents
  • Failing to read the specification carefully enough
  • Weak responses to social value questions
  • Pricing without sufficient justification
  • Submitting late or incomplete responses

How AJH Can Help

  • Pre-submission compliance review
  • Tender response writing and review
  • Scoring strategy — maximising marks per question
  • Social value response support
  • Post-submission debrief if unsuccessful
AJH Insight: Many SMEs assume open tenders are too competitive to bother with. In reality, response quality is often low — a well-structured, compliant submission stands out more than you'd expect.

Facing an Open Procedure?

Our team has direct experience on both sides of open tenders. Let's talk.

HomeContract TypesRestricted Procedure
📋 Restricted Procedure

Restricted Procedure:
Getting past the shortlist

A two-stage process — a Selection Questionnaire first, then an Invitation to Tender for shortlisted suppliers only. Many SMEs are eliminated at stage one without understanding why.

How It Works

Restricted Procedure — In Detail

Stage One: Selection

  • Selection Questionnaire (SQ) evaluates capability and financial standing
  • Policy checks: equalities, environmental, health & safety
  • References and case studies of past experience required
  • Pass/fail and scored criteria — know which is which
  • Typically shortlists 3–8 suppliers to tender stage

Stage Two: Tender

  • ITT issued only to shortlisted suppliers
  • Quality and price evaluated against published criteria
  • Social value weighted questions increasingly common
  • Method statements and mobilisation plans often required
  • Presentation or interview stage on some high-value contracts

How AJH Can Help

  • SQ / PQQ writing and review
  • Gap analysis on financial and policy requirements
  • Case study and reference development
  • ITT quality response writing
  • Interview and presentation preparation
AJH Insight: Most SMEs fail at the SQ stage — not because they lack capability, but because they don't answer what's actually being asked. We know exactly what evaluators are looking for.

HomeContract TypesFrameworks
🏛️ Framework Agreements

Framework Agreements:
Get on once, win work repeatedly

A Framework Agreement pre-qualifies suppliers and establishes terms under which contracts can be placed. Once on a framework, suppliers win work through mini-competitions or direct call-offs — without a full tender each time.

How It Works

Framework Agreements — In Detail

How Frameworks Work

  • Single application process to join the framework
  • Work awarded via call-off or mini-competition
  • Terms, rates, and conditions pre-agreed at framework stage
  • Frameworks typically last 4 years (up to 8 under new Act)
  • Major examples: CCS, NHS SBS, YPO, ESPO, Crown Agents

Why Frameworks Matter for SMEs

  • Reduces the cost and effort of winning repeated work
  • Buyers actively look to use framework suppliers
  • Provides pipeline certainty once admitted
  • SME-specific lots on many major frameworks
  • Often the only route to certain public sector buyers

How AJH Can Help

  • Framework landscape analysis for your sector
  • Identifying the right frameworks to target
  • Application and SQ writing support
  • Lot selection and positioning strategy
  • Call-off and mini-competition response support
AJH Insight: Getting onto one well-chosen framework can be worth more to an SME than winning ten individual contracts. It's often the single best investment a small supplier can make.

HomeContract TypesDPS & Dynamic Markets
⚡ DPS & Dynamic Markets

DPS & Dynamic Markets:
Always open — join any time

Dynamic Purchasing Systems and their successor — Dynamic Markets — remain open to new suppliers throughout their lifetime. Unlike frameworks, suppliers can join at any point if they meet the qualification criteria.

How It Works

DPS & Dynamic Markets — In Detail

How Dynamic Markets Work

  • Any qualifying supplier can apply to join at any time
  • Buyers run mini-competitions among all admitted suppliers
  • No limit on the number of suppliers admitted
  • Simpler qualification process than frameworks
  • Common sectors: transport, social care, training, IT, construction

DPS vs Dynamic Markets (Act 2023)

  • Dynamic Markets have a simpler, faster qualification process
  • Buyers have more flexibility in running competitions
  • Stronger transparency requirements under Act 2023
  • SMEs are explicitly encouraged to use this route
  • Pre-market engagement is more formally encouraged

How AJH Can Help

  • Identify relevant Dynamic Markets in your sector
  • Application and qualification support
  • Preparing for mini-competition responses
  • Positioning to win call-offs ahead of competitors
  • Keeping your registration current and compliant
AJH Insight: Under the Procurement Act 2023, Dynamic Markets are explicitly designed to favour SMEs. The barrier to entry is lower than frameworks — but you still need a strong application to get in and a clear strategy to win work.

HomeContract TypesCompetitive Flexible
🔄 Competitive Flexible Procedure

Competitive Flexible Procedure:
New under the Procurement Act 2023

A brand-new procurement route introduced by the Procurement Act 2023. It replaces the old negotiated procedure and competitive dialogue — giving buyers freedom to design their own procurement process.

How It Works

Competitive Flexible Procedure — In Detail

What Makes CFP Different

  • Buyer designs the process — no fixed stages prescribed
  • Iterative dialogue with suppliers is explicitly permitted
  • Can involve presentations, workshops, or staged submissions
  • Particularly suited to complex, innovative, or high-value contracts
  • Evaluation criteria must still be published upfront

What This Means for Suppliers

  • More opportunity to shape the solution during the process
  • Presentations and interviews are more likely
  • Relationships and communication matter more than in open tenders
  • Early market engagement becomes even more valuable
  • Requires flexibility and responsiveness throughout

How AJH Can Help

  • Explaining the CFP process and what to expect
  • Pre-market engagement strategy
  • Presentation and dialogue preparation
  • Written submission support at each stage
  • Positioning your offer to align with buyer priorities
AJH Insight: The Competitive Flexible Procedure is new territory for most suppliers — and most buyers. Businesses that engage early and understand the process will have a significant advantage over those reacting to it unprepared.

HomeProcurement Act 2023
⚖️ New Legislation · In Force February 2025

The Procurement Act 2023:
What SMEs Need to Know

The most significant reform of UK public procurement law in decades. Here's what changed — and what it means for your business.

Key Changes

What the Act Changed

New Route

Competitive Flexible Procedure

Replaces negotiated procedure and competitive dialogue. Buyers design their own process — suppliers should expect more iterative, dialogue-based procurements on complex contracts.

Replaces DPS

Dynamic Markets

A new mechanism open to new suppliers at any time with a streamlined qualification process. SMEs are explicitly encouraged to use this route by the legislation.

Greater Visibility

Pipeline Transparency

Contracting authorities must now publish forward procurement pipelines. SMEs can plan bids months in advance — a significant advantage for well-organised businesses.

SME Friendly

Barriers to Entry Reduced

Specific provisions limit requirements that unfairly disadvantage smaller suppliers. Mandatory debrief requirements give better intelligence after unsuccessful bids.

Mandatory

Prompt Payment

New obligations on contracting authorities and prime contractors to pay suppliers promptly — addressing a long-standing issue for SMEs in the supply chain.

"The Procurement Act 2023 is the biggest opportunity for SMEs in a generation — but only for those who understand how to use it."
— AJH Consultants

Key Opportunities for SMEs

The new Act creates real, tangible advantages for smaller businesses — but only if you know where to look.

  • Dynamic Markets open to join at any time — not just at launch
  • Pipeline transparency means you can plan bids months ahead
  • Competitive Flexible rewards quality over process compliance
  • Mandatory debrief rights — better intelligence after losses
  • Explicit SME provisions in evaluation criteria
  • Stronger social value weighting plays to SME strengths
Book an Act 2023 Review
Plain-English Summary

Key Changes by Area

🔓 Open & Restricted

Both retained under the new Act, but with updated terminology and stronger requirements to consider SME accessibility. Evaluation criteria must be published upfront — no mid-process changes.

🏛️ Frameworks

Continue largely as before but with stronger rules around call-off awards. Maximum term extended to 8 years for some categories. Mini-competitions must follow published criteria more strictly.

⚡ Dynamic Markets

The old DPS becomes Dynamic Markets — more flexible and always-open. Any qualifying supplier can join at any time, and buyers can run competitions among all admitted suppliers.

🔄 Competitive Flexible

A new catch-all route for complex procurements. Buyers design their own process — suppliers should expect iterative, dialogue-based approaches. Quality and relationships matter more.

📢 Transparency Notices

A new system of notices — pipeline, planned procurement, and performance — gives suppliers far more advance visibility of upcoming opportunities than before.

🌱 Social Value

Embedded more deeply into the Act. Stronger guidance on weighting economic, social, and environmental outcomes. SMEs with strong local impact stories are very well placed.
